Under Sec. 54-63(d) of the county code, franchise haulers only owe customers scheduled pickup of household garbage and yard rubbish bagged or canned for the curb. Discarded furniture, appliances, building materials, large tree limbs, other large items, or an excessive amount of yard rubbish are excluded from that base service. To get them hauled away, the resident has to strike a separate agreement with the collector and pay an added fee the county itself has no authority to cap or set. Yard debris that is covered gets curbside-only pickup, never backyard service.
