Because this is a service-level requirement rather than a residential mandate, the county code doesn't set a fine for skipping bulky pickup; residents who don't want the add-on can instead haul large items themselves to one of the seven disposal sites designated in § 8.28.040. If a certificated hauler fails to offer the bulky item service the chapter requires, the county's remedy runs through § 8.32.110, letting the board of county commissioners contract for a different collector, or through a WUTC complaint over the hauler's tariff and service obligations.
