Full Breakdown

040(4)(a) requires solid waste collection companies to offer bulky materials collection service for reuse, recycling, or disposal, and this requirement applies both inside and outside the recycling service zone, unlike ordinary curbside recycling and yard debris service which are zone-limited. The code encourages, though doesn't mandate, that haulers develop innovative and cost-effective routing so bulky pickups happen periodically throughout their entire service area rather than only on request. 020(8) defines 'bulky materials' as large items generated by residences, such as appliances, furniture, and other oversize materials, which would typically not fit into the collection containers used for recyclables, yard debris, or garbage.

Subsection (4)(b) separately lets haulers offer, at their own option, expanded recycling and yard debris service outside the mapped zones, with rates for those optional add-ons set by the Washington Utilities and Transportation Commission. 080(5), the same effective date the county tied combined garbage-and-recycling rates to for multi-family buildings. Because bulky pickup sits under 'other services' rather than the zone-based recycling and yard debris rules, a hauler can't refuse a bulky item collection request by pointing to a customer's address being outside the recycling service zone; the obligation to offer the service is county-wide.

Violations & Fines

SCC 7.42.040(4)(a) obligates the licensed hauler to offer the service; it does not set a fine against residents for how they use it. A collection company that refuses to offer bulky materials collection anywhere in its franchise territory, including outside the recycling service zone, is out of compliance with the chapter and answers to the solid waste management division, with rate and franchise consequences available through the WUTC. Residents who set out bulky items illegally, dumping a mattress or appliance on public property instead of scheduling collection, remain exposed to the unlawful-disposal penalties in SCC 7.35.120, which scale from a class 3 civil infraction to a gross misdemeanor by volume, plus RCW 46.55.230 procedures if the item is a junk vehicle.

Frequently Asked Questions

Does my hauler have to pick up my old couch or refrigerator?

Is bulky item pickup only available in the recycling service zone?
No. SCC 7.42.040(4)(a) requires bulky materials collection both inside and outside the recycling service zone, unlike curbside recycling and yard debris service, which are limited to the mapped zones.
