(4) Other Services. (a) Solid waste collection companies shall offer bulky materials collection service, for reuse, recycling, or disposal, both inside and outside the recycling service zone. Solid waste collection companies are encouraged to develop innovative and cost-effective routing and services which periodically provide for bulky materials collection throughout their service area.

Subsection (4)(b) separately lets haulers offer, at their own option, expanded recycling and yard debris service outside the mapped zones, with rates for those optional add-ons set by the Washington Utilities and Transportation Commission. 080(5), the same effective date the county tied combined garbage-and-recycling rates to for multi-family buildings. Because bulky pickup sits under 'other services' rather than the zone-based recycling and yard debris rules, a hauler can't refuse a bulky item collection request by pointing to a customer's address being outside the recycling service zone; the obligation to offer the service is county-wide.

SCC 7.42.040(4)(a) obligates the licensed hauler to offer the service; it does not set a fine against residents for how they use it. A collection company that refuses to offer bulky materials collection anywhere in its franchise territory, including outside the recycling service zone, is out of compliance with the chapter and answers to the solid waste management division, with rate and franchise consequences available through the WUTC. Residents who set out bulky items illegally, dumping a mattress or appliance on public property instead of scheduling collection, remain exposed to the unlawful-disposal penalties in SCC 7.35.120, which scale from a class 3 civil infraction to a gross misdemeanor by volume, plus RCW 46.55.230 procedures if the item is a junk vehicle.
