Tangipahoa Parish, LA Trash & Recycling: Bulk Item Disposal (2026)

Section 38-192 implements the parish-wide solid waste collection plan that governs every approved hauler operating in unincorporated Tangipahoa Parish. Subsection (b)(9) defines bulk waste as appliances, furniture and other similar waste, excluding agricultural solid waste, dead animals, offal or stable matter, and caps appliance collection at four units per residential household per year. Appliances containing CFCs or other refrigerants only qualify as bulk waste collectible under the plan so long as the Tangipahoa Parish Landfill continues accepting such appliances from the hauler and takes on responsibility for properly removing the refrigerant before disposal; if the landfill stops accepting CFC-bearing appliances, haulers are not obligated to collect them as bulk waste.

The plan is a no-bid, no-RFP system under subsection (b)(1): any solid waste collector wanting to operate in the parish must first obtain a permit from the parish council-president government and sign the TPG Waste Hauler Permit Agreement, which folds in every requirement of chapter 38. Approved collectors must service all roads and parcels in the unincorporated parish, and refusing service to any area is grounds for permit revocation under subsection (b)(3)a. If a collector falls out of compliance, other than an open-burning violation, the parish president or a designee first makes contact to explain the specific violation and the fix required before pursuing revocation, per subsection (b)(8).
