Sec. 78-3 states the purpose of the solid waste chapter is to protect public health by regulating storage, collection and disposal, and it mandates that every single-family and two-family dwelling carry city solid waste collection service; multifamily buildings without their own centralized containerized system must do the same. Sec. 78-6(a) sets the actual schedule: the sanitation department collects garbage, yard waste/dry items and large items once a week, and gives every residence its assigned pickup day.
