Sec. 78-1 defines yard waste/dry items to include yard clippings and limbs up to four inches in diameter and four feet long, plus large cardboard, short lumber sections, broken-down drywall and paneling, doors, windows and glass sheets no larger than three feet by three feet, while specifically excluding dirt, mulch and rocks from city collection. Sec. on the scheduled pickup day; leaves and clippings must be bagged and tied; brush and limb bundles are capped at four feet in length and 50 pounds, with limbs no larger than four inches across; cardboard must be flattened to no more than three feet by three feet; and box springs, bedding, pottery and short lumber sections are stacked neatly at the curb.

Screws and nails must be removed or beaten flat before disposal, per the cross-referenced sharp-objects rule in Sec. 78-11. Sec. 78-4(c) caps the overall pickup at four feet by six feet by four feet, or no more than five 35-gallon reusable bins, or ten 30-gallon paper lawn and leaf bags. From November through January, the city instead runs a separate curbside vacuum leaf program under Sec. 78-12 in mapped districts, with loose leaves accepted Monday through Saturday and piles kept clear of hydrants, mailboxes and sidewalks.

Sec. 78-10 allows a household to apply in writing to the director of public works for an exemption from the bundling requirements due to disability or physical impairment.
