Full Breakdown
Sec. 18-48(a) sets the citywide schedule: residential garbage goes out weekly, curbside recycling every other week, and both bins must be at the curb by 7:00 a.m. on the scheduled collection day. The Director can bump up frequency at a given address to keep disposal safe and sanitary, and downtown's Central Business District runs on its own schedule the Director sets annually, where garbage must be bagged and placed in city-issued containers.

Missing the 7 a.m. curbside deadline or skipping city collection for private pickup without a permit violates Chapter 18 and carries the standard $10-$50 misdemeanor fine under Sec. 18-8.
