36 (Solid Waste Collection Service Fee) is Franklin County's ordinance framework for garbage service in the unincorporated area, but it regulates the collection companies rather than fixing pickup days in the code itself. 010(A) authorizes the county to assess a fee on the collection services of solid waste collection companies operating within the unincorporated areas of the county, with the revenue dedicated to funding the planning, administration, implementation and enforcement of solid and moderate-risk waste programs for the benefit of the county. Subsection (B) sets the fee as a percentage of each company's annual gross revenue (excluding other taxes), with the percentage itself fixed annually by board resolution rather than in the code.
