(1)Weekly curb service collection of residential waste packaged as approved pursuant to section 3-5-108 of this article, except as otherwise set forth herein. Each licensee shall set uniform fees for collection. Charges for residential collection and removal services shall be charged to the owners of the real property served, except that by requesting services, any tenant may become jointly bound to pay for the service. Uniform rates for a licensee's services shall be maintained within that zone for which the license is granted. However, in sparsely populated areas of a zone where the expenses for collection are greater, the licensee may charge a higher rate, not to exceed fifteen (15) percent over and above that amount charged all others in the same zone.
