Section 12-8(a) sets the baseline collection frequency for the county: the owner, occupant, tenant or lessee of any property on which garbage is stored must remove it, or have it removed, at least once a week. Solid waste collectors who are compensated for the service must likewise remove all solid waste from a property at least weekly. The work itself is regulated, not just its frequency: collectors must operate in a clean and orderly manner without damaging the container, and any solid waste that spills during pickup must be cleaned up immediately with the property left in sanitary condition.

Section 12-8(b) adds a segregation rule for what arrives at the county landfill, requiring residential and commercial solid waste to be delivered segregated unless the solid waste director grants prior approval to co-mingle; loads that arrive mixed without approval are assessed a monetary penalty equal to the commercial per-ton tipping fee applied to the weight of the entire load. Enforcement authority for the whole chapter rests with the county health department, the solid waste department, the sheriff's department or other municipal law enforcement, and the state Division of Waste Management, per section 12-6, and the county employs a dedicated solid waste enforcement officer empowered to secure warrants and issue citations for noncompliance with the weekly-removal rule.
