The environmental waste services division of the city shall be the exclusive provider of solid waste, recycling and landscape waste collection for residential and non-franchisee commercial customers in the city.... The frequency and schedule of residential and non-franchisee commercial collection of solid waste and landscape waste shall be weekly and the collection of recyclable material shall be bi-weekly. The director has the authority to revise the collection schedules as deemed necessary for holidays or other compelling reasons.

Section 18-5 makes the Environmental Waste Services Division the exclusive collector for single-family homes and duplexes. Solid waste and landscape (yard) waste are picked up weekly; recyclables run on a bi-weekly cycle. Each address gets one city-owned 95-gallon cart at no charge, and heavy generators must add a second cart.
