Full Breakdown
Yolo County Code § 6-17.301(a) requires the owners or occupants of all Single-Family, Multi-Family, and Commercial Premises in the unincorporated area to subscribe to weekly Discarded Materials Collection services from an authorized County Franchisee, and § 6-17.301(b) makes every such owner or occupant a subscriber automatically, without needing a signed contract. The Community Services Department's franchisee delivers standardized containers under § 6-17.303(a): a minimum 64-gallon container for trash at single-family homes, serviced weekly. Owners can only escape the weekly-service requirement by obtaining a Department exemption under § 6-17.301(c), available where the owner personally hauls waste at least 26 times a year to an approved facility, the property is undeveloped or vacant more than two months, the property is inaccessible to collection trucks, or two neighboring parcels share a household.
Exemptions last one year, are non-transferable, and require periodic proof of compliance under § 6-17.301(e). Chapter 17 was adopted by § 2 of Ordinance 1378 (effective September 4, 2008) and substantially amended by § 2 of Ordinance 1529 (effective November 19, 2020), which added the Old Willowbank loose-pile yard trimmings program and tightened the exemption criteria. The Director of the Community Services Department enforces Chapter 17 under Title 1, Chapter 5's administrative citation and code enforcement procedures, per § 6-17.102.
Violations & Fines
Any person violating an article of Chapter 17, including skipping mandatory weekly collection without an approved exemption, is guilty of an infraction under § 6-17.102. The Director of the Community Services Department, or a designee, enforces violations through the administrative citation process in Title 1, Chapter 5 of the county code. An exemption already granted can be revoked under § 6-17.301(f) if the Director finds a violation of the exemption's terms or that an unsanitary condition, public health threat, environmental contamination, or nuisance is being created, which puts the property back under the mandatory weekly-service requirement.
