B. Each property owner must request solid waste (garbage, recyclable material, and organic waste) service for each lot or parcel, accept the service required, and pay the proper charge for such service until the property owner notifies the city in writing to discontinue service by reason of vacancy, nonuse of the property, or transfer of ownership to another person.

C. No person, other than the property owner who requested service, shall deposit solid waste into a container for the purpose of receiving service unless that person receives that property owner's consent. (Ord. 21-21 § 2)
