Council Bluffs Municipal Code § 10.20.020 lists 'place any obstruction such as a dumpster or materials' as one of the regulated activities that trigger the permit requirement of § 10.20.010, alongside obstructing a roadway or interfering with traffic or a sight triangle. A contractor or property owner who wants a roll-off dumpster on the street or in the curb lane rather than entirely on private property must first file a permit application with the director of public works under § 10.20.070, describing the location and providing a scale drawing showing the dumpster's relation to the right-of-way, adjacent properties and the traveled street.

Before the permit is issued, § 10.20.040 requires proof of insurance and a bond in amounts the director of public works sets, and § 10.20.035 requires a signed indemnity agreement holding the city harmless for claims arising from the placement. If the dumpster sits in the actual roadway portion of the right-of-way rather than just the curb or parking strip, § 10.20.060 adds barricading standards consistent with the Manual on Uniform Traffic Control Devices, a contractor identification sign at least one foot by two feet with a 24-hour phone number, and a requirement that the street reopen to traffic within seventy-two hours of finishing the work. A permit issued for a dumpster placement is good for sixty calendar days under § 10.20.170.
