030(A) of the Garbage Collection and Disposal chapter governs where and how solid waste containers, including dumpsters, may be placed. It allows "the occupying owner or occupying tenant of any dwelling unit, apartment house, building, structure, or business, public or private" to place standard containers, dumpsters, or weather-resistant bags "at a convenient location on the same property which the owner or tenant occupies," for temporary containment of solid waste or garbage awaiting disposal. The containers "shall be constructed, handled, and placed in a way that will not promote health or animal public nuisances," and any waste inside "shall not be in place for more than seven days awaiting disposal," a duration cap that applies equally to a homeowner's standard container and a commercial dumpster or roll-off box.

010 describe a compliant "standard container" as leak-proof, at least twenty gallons, with a lid and side handles strong enough to lift when full to sixty pounds, or a plastic bag at least six millimeters thick with a security tie. 040, which can cite a violation, sue to enjoin it, or enter the property to abate a noncompliant container setup after giving the owner a reasonable opportunity to fix it.
