Franklin County, NC Trash & Recycling: Dumpster Rules (2026)

UDC § 6.6.5.B governs service areas countywide: trash collection, trash compaction and recycling collection areas must be located on the side or rear of the building and effectively screened from view of adjacent properties and public rights-of-way. The enclosure itself must be opaque walls, gates or fences at least as tall as the dumpster containers, constructed of the same materials as the primary building, and the service area is limited to whatever footprint the approved site plan shows. A separate 50-foot buffer applies wherever the service area sits near a residentially zoned property line.

The same article sets a related but distinct standard for loading docks: § 6.6.5.C requires a 100% year-round screen at least 8 feet tall within three years of planting for any loading area visible from residential property or a public right-of-way, and keeps loading docks outside industrial districts at least 50 feet from residential zoning unless fully enclosed in a building. Both standards are reviewed at site plan submission by the Planning Department. Enforcement runs through UDC Article 3: the Administrator investigates complaints, issues a correction order, and can pursue a civil penalty up to $500 (accruing daily) or a Class 3 misdemeanor charge if the enclosure is missing or undersized, with appeal rights to the Board of Adjustment.
