Kingsport, TN Trash & Recycling: Dumpster Rules (2026)

Chapter 86 of the Kingsport Code splits commercial containers into two types. A standard commercial container is a dumpster-type container of two or more cubic yards that is serviced at the location of use, watertight, fitted with a tightfitting cover or closure, and verminproof. A special commercial container is a roll-off or compactor-type container that must be transported to a sanitary landfill for service. Under § 86-31, every producer using either type makes arrangements with any permitted collector on terms the parties find mutually agreeable, so the Board of Mayor and Aldermen does not set a dumpster rate. Section 86-32 gives a nonresidential producer that does not use those container types two options: a private arrangement with a permitted collector, or a monthly fee, set by the Board, for curbside collection by the city in automated residential containers.

The placement rule is § 86-73(d): solid waste containers shall not be placed in or upon public rights-of-way without the express written consent of the director. The same section requires collection without disrupting or halting vehicular traffic, requires the collector to replace containers to their proper place before leaving the site, and requires loaded special containers to be tightly closed and latched before moving, with emptied units returned to the location from which they were removed. Subsection (h) puts the duty to furnish containers on the producer, although a collector and producer can agree that the collector supplies containers of any type, and § 86-72 lets a permitted collector wash, repair or rent containers to subscribers. Section 86-4 makes the owner, lessor or user of a container responsible for keeping it in conformance, secured against overturning and scattering by dogs or other animals, and warns that waste placed outside the container will not be collected by the city. Anyone who hauls commercial waste in the City of Kingsport needs a solid waste collection permit under § 86-94, issued by the director for a period of one year under § 86-98.
