Section 9.12.070(B) tells commercial customers "garbage receptacles at places of business shall be located in such place as shall be convenient to the city for removal of garbage," and requires that "city-approved trash enclosures are to be used for refuse removal equipment only," with no storage of other equipment or material allowed inside. Section 9.12.160 protects dumpsters from unauthorized use: once a container carries a notice, it is "unlawful for any person to dump or place any material into, or to utilize, any containers provided under this chapter without consent of the owner or lessee." The same section separately bars anyone, notice or not, from entering a container "for the purpose of salvaging items therein or for the purpose of utilizing the container to rest or sleep therein." Billing responsibility runs to whoever controls the property: § 9.12.090(B)(1) puts the refuse utility bill on "a landlord, property owner, property manager or management company of a commercial business that has a commercial dumpster," and where multiple tenants share one dumpster, that same landlord or manager is responsible for the tenants' share; the city "will not split service costs by two or more landlords, property managers or management companies." Temporary dumpsters get their own timeline under § 9.12.090(B)(2): they "must be serviced weekly and removed within a 90-day period," scheduling is the customer's responsibility, and if a temporary unit "is not emptied within seven consecutive days of its delivery or last collection," the account is charged a weekly rental fee.
