006 is the city's landscaping and screening chapter, and subsection I sets the standard for every trash enclosure built on a covered site. Enclosures must allow convenient access from each tenant, be constructed of substantial building materials that match the design of the building or buildings on the parcel, and carry anti-graffiti treatment on all surfaces. Gates must be built of durable material that fully screens the enclosure from view; wood gates and chain-link gates are both explicitly disallowed. The screening requirement sits inside the broader landscaping and buffering standards of this section, which also require perimeter landscaping strips at least 10 feet wide and buffer plantings between residential and non-residential uses, and it applies to essentially all development except single-family homes and projects in the Mixed-Use (MUD) zoning district, per the section's own notes.

Compliance is checked at the same stage as the rest of a project's landscape plan. Under subsection F, a project's landscaping, including required screening elements like trash enclosures, must be installed according to the approved landscape plan before a certificate of occupancy is released; if it is not, the applicant must post a surety bond, cash deposit, cashier's check, or letter of credit with the City Clerk covering the cost of installation. The city's Administrator inspects the landscaping for compliance and can forfeit the bond, in whole or in part, to complete unfinished screening work, including an enclosure that was never built to spec.
