32 sets minimum standards for every site that provides a dumpster for solid waste collection, applying regardless of the zoning district the property sits in. Locational rules require a dumpster to be sited to minimize visual and other negative impact on the development's own occupants, neighboring properties and people on public streets or sidewalks; collection cannot require a truck to back onto or block a public street; and a dumpster site cannot sit in the corner lot visibility area. A dumpster also cannot be visible to any dwelling on residential property other than the one it serves, or to a public street, sidewalk or public area, and every site must be kept free of litter and debris.

32(a)(4) requires a concrete pad at least two feet wider than the dumpster itself, plus a minimum five-foot concrete support apron for truck loading and unloading. 32(b) requires every dumpster site to be fenced or enclosed and gated with opaque material, screened on three sides by an opaque wall or fence, or by a combination of opaque materials, berms or evergreen landscaping that gives the same site-obscuring effect; chain-link fencing with woven opaque slats does not satisfy the screening standard, and the screening must stand at least one foot taller than the dumpster.

4, and any site damaged beyond fifty percent of its reproducible value must conform on reconstruction. 34 as a misdemeanor, a fine up to $50 or thirty days in jail, with each day counted as a separate offense.
