Under Code of Ordinances Section 23-10(A), commercial establishments and residential condominium complexes that do not get curbside pickup must use mechanical containers rather than carts or loose piles. Section 23-10(A)(1) puts the burden on the commercial owner, occupant or user to supply a mechanical container built to be handled by refuse trucks and to arrange private collection and disposal; Section 23-10(A)(2) applies the same mechanical-container rule to non-curbside condo complexes unless the city has approved cart collection for them under Section 23-2(D). Section 23-10(A)(3) sets construction standards: containers must be in good repair, free of visible rust, holes or exterior damage, made of substantial metal, water-tight, rodent-proof, fitted with tight covers and sturdy metal fittings for mechanical unloading, and covers must stay closed except while the container is being filled or emptied.

Section 23-10(A)(4) bars storing refuse anywhere outside a required mechanical container. m. m. m. Sunday, absent a special authorization from the City Manager. Section 23-10(A)(6) requires the container be screened and located per the zoning ordinance. Section 23-10(A)(7) lets the Office of City Development require a nuisance mitigation plan, such as a decorative masonry screening wall, a steel gate faced with decorative material, or a ten-by-ten-foot concrete pad at least six inches thick, whenever the Property Maintenance Code Official finds loose trash, rodent infestation or similar nuisance conditions at a nonconforming container.
