" The rule was added by Amendment 47 and sits in Chapter 4's supplementary-use standards, the same chapter that regulates recycling collection facilities (§ 4-11-8), wind turbines (§ 4-11-11) and transient guest rentals (§ 4-11-13). It reaches every zone covered by the joint UZO, which under § 1-5-1 includes unincorporated Tippecanoe County together with the City of Lafayette, the City of West Lafayette, and the Towns of Dayton, Battle Ground and Clarks Hill. There is no fixed enclosure design in the text: a fence, wall, landscaped screen or building placement can all satisfy it, but the Administrative Officer must approve the specific arrangement before the improvement location permit is issued for the building the dumpster serves.

Developers typically show the screening detail on the site plan submitted with that permit application. Screening only kicks in for commercial, industrial and multi-family sites; a single-family home's trash cart is not covered by this section. Because § 4-11-9 does not carry its own penalty clause, an unscreened or improperly screened dumpster is enforced the same way as any other zoning violation in the ordinance, through the general provisions at § 6-3-1.
