Wilmington, NC Trash & Recycling: Dumpster Rules (2026)

Section 18-504 requires a visual screen for any dumpster or trash receptacle storage area, along with service entrances, loading docks, outside storage areas, and ground-level mechanical equipment, whenever that use is visible from an adjacent property or right-of-way. The screen must be at least six feet tall along the front or corner side of a lot and at least eight feet tall along any side or rear property line, built from living and nonliving material specified in the landscaping article, and chain link fencing is explicitly disallowed as a screening option.

The code carves out an exemption where the adjoining side or rear property line borders a manufacturing or industrial use, or a business whose principal operation is towing or automotive repair. Section 18-502 goes further for sites that abut a residential use or district, requiring dumpsters and other trash holding areas in the rear or side yard to be shielded by a one hundred percent opaque solid wall rather than a standard screen. Multifamily developments face an added front-end check: Section 6-704(g)(9) requires that all locations for recycling containers, solid waste handling areas, dumpsters, and compactors, along with their service entrances, be shown on site plans for city review and approval before construction.

On the collection side, Section 10-9 folds apartment, commercial, and industrial dumpster accounts into the same weekly and biweekly schedule set for residential customers under Section 10-5, with carts and containers set out under the timing rules of Section 10-14.
