Washington County, UT Trash & Recycling: Illegal Dumping (2026)

Section 4-2-8 was adopted because Washington County Special Service District No. 1 operates the county landfill and various residential collection stations under rules and regulations it has established by resolution, and the district asked the county for help enforcing those rules. The section makes it unlawful for any private or commercial hauler to dispose of commercial solid waste or construction/demolition waste anywhere other than the landfill, in or around a solid waste receptacle at a collection station designated by the district for residential waste only, or in or around a receptacle at the landfill designated for after-hours disposal use only.

It separately bans any person or entity from salvaging or scavenging solid waste deposited in a residential-only collection station receptacle or an after-hours landfill receptacle. Section 4-2-2 backs this up by requiring all solid waste generated in the unincorporated county, apart from hazardous waste, lead-acid batteries, and used oil, to be transported to and disposed of at the Washington County landfill on Landfill Road. Section 4-2-7 requires haulers to be licensed by the district before collecting or disposing of any commercial waste in the unincorporated county at all, so an unlicensed hauler dumping waste anywhere is already outside the code before the dumping location is even considered.
