City Code § 31-10 bans storing or placing building materials, hazardous waste, or refuse in any street, median, alley, public place, or private property unless tied to an active permitted construction project. It also bars scattering or sweeping such material so it can be carried onto a street, sidewalk, sewer, or into any premises, and makes drivers responsible for material blowing or falling from their vehicles. A conviction is a Class 1-equivalent misdemeanor: up to 12 months in jail and a fine of $250 to $2,500, either or both, per violation, with each day a violation continues counting as a separate offense.
