Single-Family organic waste generators shall participate in the City's three-container system for source separated recyclable materials, source separated organic materials, and mixed waste materials collection services. Generators' participation in the collection programs requires that generators place source separated organic waste, including food waste, in the organic materials container; source separated recyclable materials in the Recycling Container; and mixed waste in the trash container. Generators shall not place materials designated for the trash container into the organics container or recycling container. Generators shall place source separated organic waste, including food waste, in the organics container.

040(b) requires every single-family organic waste generator to participate in the city's three-container system and to place source separated organic waste, including food waste, in the organics container; recyclables go in the recycling container and everything else in the trash container, and generators may not put trash-bound material into either the organics or recycling container. 050(a) and (b): each must subscribe to a three-container, two-container or one-container collection service and sort designated materials into the matching containers, and businesses other than multi-family dwellings must provide labeled organics and recycling containers everywhere they offer a trash can for customers, per subsection (d).

Violations & Fines
Placing food waste or other organic material in the trash container, or failing to provide required organics and recycling containers as a commercial generator, draws a Notice of Violation under Section 8.66.130 with 7 days to correct. Contaminated containers found more than three consecutive times can trigger contamination processing fees or penalties, and civil penalties through an administrative citation and fine began January 1, 2024 for generators who remain noncompliant after the notice period.
