Ada County, ID Trash & Recycling: Pickup Rules & Schedules (2026)

Subsection A ties the mandate to state law: every owner of a residential premises in unincorporated Ada County that the county's collection contractor can serve "shall be provided solid waste collection services, and shall be required to pay for such services pursuant to Idaho Code sections 31-4404, 63-902(10), 31-870(1) and (2)," unless suspended or exempted under the rest of the section. Subsection B lets a resident who believes a property is inaccessible ask the contractor to inspect it; if the contractor confirms inaccessibility, the account is suspended for up to a year, renewable by a new request.

Subsection C allows a residential customer to apply to switch to commercial service instead of mandatory residential pickup. Fee relief is built into subsection D: seniors sixty-five and older qualify for a discount rate set annually by the board on proof of age; a residential customer can request a temporary suspension of thirty days up to six months, capped at two suspensions and twelve total months in any 365-day period; after two consecutive six-month suspensions, a customer can apply through Ada County Billing Services for a continued suspension for extraordinary circumstances such as military service, hospitalization or an uninhabitable home; and a customer facing financial hardship can apply through the Ada County Department of Indigent Services for a one-year hardship exemption.

6 also sets the collections process: an account more than thirty days delinquent as of August 1 gets a certified letter, and unpaid balances are certified to the owner's property taxes under the same Idaho Code sections cited in subsection A. Subsection E separately caps residential stable matter, such as manure from backyard animals, at five cubic feet or thirty-five pounds a week under the mandatory service; anything beyond that is commercial waste that must be self-hauled or picked up under a commercial arrangement.
