Benton County, OR Trash & Recycling: Pickup Rules & Schedules (2026)

BCC § 23.410 requires a collection franchise holder in unincorporated Benton County to pick up solid waste at least once a week unless the Board or the Community Development Department authorizes a different schedule, and the holder must also haul away waste at the request of any county resident within its service area, with the Board able to set special frequencies for remote, sparsely populated areas (BCC 23.410(1)). A holder cannot refuse service to anyone living or doing business in its territory without good cause, except for six listed reasons: nonpayment after a 10-day written notice, refusal to make a required advance payment, blocked street or road access, hazardous weather as the holder determines it, an act of God or vandalism, or a customer's violation of the service standards in BCC 23.705.

Holders must keep adequate, workmanlike equipment, haul liquids in watertight containers, and dispose of collected waste only at a Department of Environmental Quality-approved site (BCC 23.410(2)-(3)); no holder has to handle hazardous waste at all (BCC 23.410(10)). On the customer side, BCC 23.705 bars putting waste behind a locked or latched gate without the holder's authorization, bars blocking access to a container, and requires safe, reasonable access for collection crews; containers of 1 cubic yard or more need the holder's permission. Disposal sites can also add a penalty fee for loads a hauler brings in uncovered, under BCC 23.515.
