Article IV of the Solid Waste chapter licenses the haulers who actually run pickup. Under § 119-11, no commercial hauler may collect or transport refuse without a written Health Officer permit, issued only after inspection confirms the applicant's facilities, equipment and operating methods comply with the chapter; a permit lasts one year and must be renewed annually, but the requirement does not apply to a person transporting household refuse from his own residence. Haulers must carry liability insurance in an amount the County Commissioners set (§ 119-12) and must paint or permanently display the permit number on the rear and driver's side of every collection vehicle (§ 119-13).

If an inspection turns up a violation, the Health Officer gives written notice and 10 days to correct it before suspending the permit; the hauler must stop collecting immediately upon suspension (§ 119-14). A suspended hauler can apply for reinstatement within 30 days, triggering a new inspection within five days (§ 119-15), and a hauler refused, denied renewal, or denied reinstatement can appeal in writing to the County Commissioners sitting as the local Board of Health, which must hold a hearing within 15 days (§ 119-16).
