Section 82-56(a)(3)b.1 governs how residential municipal solid waste must be presented for pickup: it has to be placed at the designated collection location in a 95-gallon storage container or cart supplied by the residential service provider, and overage, waste piled beside or on top of the cart, is not allowed except during the week following a holiday, when providers may accept extra volume. That set-out standard applies across all five residential service areas because every area is served under the same article.

Subsection (a)(6) then controls timing. Carts, bulky waste, white goods and recovered-materials bins cannot go to the curb any earlier than 3:30 p.m. the day before the scheduled collection day, which keeps containers from sitting out for an extra full day. Collection itself runs between 7:00 a.m. and 6:30 p.m., Monday through Friday, or Monday through Saturday during a week that contains a county holiday, and a provider may also work a Saturday to catch up on missed stops with the county's advance approval. Once collection is complete, subsection (a)(6)c requires the resident to pull the empty cart back in no later than the day after the scheduled pickup, so an unincorporated Gwinnett household has, at most, a roughly 24-hour window before set-out and one day after collection to keep a cart curbside. Subsection (a)(6)e also fixes when the county, not the resident, becomes responsible for the waste: ownership transfers to the residential service provider the moment trash is properly placed at the collection location, except for unacceptable materials that never transfer.
