Chapter 50, § 50.10 governs how private haulers actually run collection routes in the county. No person may collect or transport solid waste for hire without first getting a privilege license, and no hauling vehicle may hit public roads until the Solid Waste Director has inspected and approved it (§ 50.10(A), (B)). Collection vehicles and containers must be covered, leakproof, durable, and easily cleanable, and open-body trucks must be covered with canvas or similar material so nothing falls, leaks, spills, or blows out during the route (§ 50.10(C)).

Every licensed collector's truck must plainly display a decal or lettering with the owner's name and address or phone number, with that information on file with the Solid Waste Director (§ 50.10(D)). Collectors for hire must remove garbage or refuse from a customer's premises at least once a week, and everything they pick up must be disposed of daily at a licensed sanitary landfill, not stockpiled (§ 50.10(E), (F)). Collectors are barred from dumping their loads in the county's own solid waste containers meant for residents (§ 50.10(H)), and must give the Solid Waste Director 15 days' written notice before discontinuing any collection route (§ 50.10(G)).
