Harnett County, NC Trash & Recycling: Recycling Requirements (2026)

Recycling is written into Chapter 50 as an approved outlet, not a requirement. 05(B)(6) lists reclamation, recycling, or other resource recovery methods among the acceptable ways to dispose of solid waste, alongside landfills, permitted incinerators, and county disposal sites. 06(A) spells out who can use the county's recycling collection sites and under what limits: any private citizen who is a resident of the county may dispose of solid waste at a county solid waste disposal site, including the sanitary landfill, a compaction mini-station, or a county recycling collection site, but only waste actually generated inside the county may go to any of those facilities.

The compaction mini-stations are restricted further, accepting only household waste from private citizens, with no solid waste from businesses or solid waste collectors allowed there. Waste collected by municipalities, institutions, businesses, or commercial haulers has to go straight to the sanitary landfill instead. 06(E). There is no separate curbside recycling program described in Chapter 50; the county's recycling infrastructure is the drop-off collection sites tied to the mini-station and landfill network.
