Full Breakdown
Section 95-20 of the Haverford Township Code, headed Time of collections, controls when trash goes out and when the trucks run. Containers must be at curbside no later than 5:00 a.m. on collection days and no earlier than dusk the night before. Collections begin at 6:30 a.m. on the day of collection, and they are made twice weekly in accordance with the schedule on file in the office of the Department of Public Works at the Township Administration Building.
Who gets Township service is set in Chapter 95 as well. Section 95-13(A) assigns all residential refuse and recyclables to the Township for collection, conveyance and disposal, and § 95-13(D) says the Township is not responsible for refuse or recyclables other than residential refuse. The definition of commercial establishments in § 95-14 covers properties used primarily for commercial or industrial purposes and multiple-dwelling residential buildings containing more than four dwelling units, and § 95-17(D) says absolutely no trash is picked up at any of them. Section 95-13(C) authorizes the Department of Public Works to make regulations on the days and hours of collection and disposal.
What goes out is also limited. Section 95-17(A)(1) requires material to be drained and free from liquids before it goes in refuse containers. Construction and demolition waste is not collected by the Township. Tree trimmings and hedge clippings are cut to lengths not exceeding three feet and tied in bundles not more than two feet thick, and a yard waste container cannot exceed 40 pounds in total weight. Grass clippings are collected with the refuse. Latex paint needs a call to the Department of Public Works, and other paints and stains go to Delaware County household hazardous waste events. Bulk waste has its own fee-based pickup under § 95-16, with requests due online by 10:00 a.m. or in person by 1:00 p.m. on Tuesday in advance of a Wednesday collection.
Violations & Fines
Violations of Article II of Chapter 95 are summary offenses before a magisterial district judge. Section 95-22 sets a fine of not more than $1,000 plus costs, and a term of imprisonment not to exceed 90 days if the fine and costs go unpaid. Each day a violation continues is a separate offense. Separately, § 95-17(B)(3)(c) lets the Township refuse unreasonable accumulations or improperly stored materials and limits any one collection to 10 bags or containers.
