Under the South Carolina Solid Waste Policy and Management Act, York County operates the solid waste system for its unincorporated areas rather than running curbside pickup. Sixteen staffed convenience and recycling centers, spread across the county, accept household garbage, yard debris, and recyclables from residents. The centers serve unincorporated residents and, by agreement, some municipal residents, while private haulers are barred from dumping commercial loads there. Deposits are allowed only during posted operating hours. Inside the towns, Rock Hill, Fort Mill, Tega Cay, Clover, and York run their own curbside sanitation routes for their residents.
Dumping outside posted hours, leaving waste on the ground beside containers, or using the centers as a commercial hauler violates county ordinance and can bring fines and being barred from the centers.
