Full Breakdown
04(A), 'the collection and disposal of solid waste in areas of the county outside the municipal limits of any incorporated city or town which regulates the collection and disposal of its solid waste shall be governed and regulated by the provisions of this code,' and the county manager sets the operating hours and procedures for each site. ' Anything besides household waste, such as bulk commercial refuse, must instead be 'deposited and disposed of in a county municipal solid waste landfill' or a DHEC-licensed landfill rather than at a neighborhood drop-off point.
09 layers on a residency check: nonresidents 'shall not be permitted to deposit solid waste, garbage or refuse of any description' at any county facility, and waste hauled in from outside York County requires a special permit from the county manager's office before it can be accepted.
Violations & Fines
Depositing waste outside a container, after hours, or as a nonresident without a permit violates §§ 50.07 and 50.09 and is enforced through § 50.06 and § 50.99, which adopt S.C. Code § 16-11-700 by reference: violators 'shall be guilty of a misdemeanor or a felony,' with fines or imprisonment set by that statute rather than a flat county fine schedule.
