Section 17-61(1) makes solid waste service mandatory for every household within the city's collection service area: each must have a mobile container approved by the public works director and pay the collection charge set under section 17-68. New construction or newly annexed properties get their first container from the city at an Appendix A fee and then own it outright; replacing a container for any reason other than city negligence is the owner's expense, arranged through the public works director. Section 17-61(4) puts the pickup schedule itself in the city's hands: household garbage goes into the mobile container and out to the curb on whatever schedule the city establishes, and that schedule is expressly subject to variation for weather, legal holidays, or other special causes, so a route can slide a day without notice.

The same subsection carves out an exception for unoccupied households: the city will not collect containers where utilities are not connected for all available services at the location, meaning a vacant house sits outside the mandatory schedule until it's reconnected. Backing the mandate up, section 17-68(11) lets the city discontinue collection service entirely for any account that becomes delinquent on its bill, including outstanding fines and restitution, or for any customer who materially violates chapter 17 after receiving a notice of violation.
