Section 17-62(4) governs where a commercial or industrial establishment's bulk container sits. Users must construct an adequate pad and/or enclosure to house the container, located according to city specifications, and must maintain adequate access to it. The default rule bars bulk containers from the sidewalk, grass plot, curb, gutter or street. The only exception applies when a business has no accessible rear entrance or rear door: the city can then, if pedestrian and vehicular traffic requirements allow, designate a specified size and type of container and a specific curb or sidewalk location for it.

Where size and practicality permit, the city can also require the container to be moved back onto the establishment's own property during normal business hours, excepting closing hours. Whatever the location, section 17-62(4) is blunt about service: bulk containers will not be serviced if ready access is not available to the container for use by solid waste collection trucks, so a blocked approach on collection day means no pickup.
