A Green Box is defined at Sec. 19-1 as a portable public collection container with a capacity under eight cubic yards, emptied by a garbage truck fitted with hydraulic forks. Green Boxes sit at County Convenience Centers, which Sec. 19-1 defines as controlled sites, other than a Landfill, where County Residents displaying a residential refuse decal deposit Residential Waste in designated containers for later transport to the Livingston Landfill. Only County Residents may use a Convenience Center, only Residential Waste may be discarded there, and a vehicle needs a properly displayed decal to be admitted (Sec.

19-8). Once at the box, Sec. 19-6 imposes four specific rules: no person may place Solid Waste or other material on top of or around a Green Box; no person may place building materials, appliances, tires, furniture or other large and bulky items, brush, infectious materials, explosives or dead animals in a Green Box; no person may tamper with or move a Green Box from its placement site; and no person may mutilate, vandalize or destroy a Green Box, or incinerate or burn Trash in one.

Vehicles bringing waste to a Convenience Center also cannot carry Commercial Waste, Industrial Waste, Discarded Building Materials from commercial use, Residential Waste from more than one County Resident, or any waste that originated outside the County (Sec. 19-8(1)(e)). The Director, the Assistant County Administrator for Community Operations, inspects Convenience Centers and Green Boxes to enforce compliance (Sec. 19-3).
