Summary
Nobody may collect, haul or convey refuse over Bonneville County streets for a fee without a license from the County Health Authority. Code § 50.32 requires yearly vehicle inspection and approval before a collector can pick up refuse in the unincorporated county.
(E) It shall be unlawful for any person, firm or corporation to engage in the business of collecting, transporting, hauling or conveying any refuse over the streets or alleys of the county or its subdivisions unless such person is licensed for this business. This regulation does not prohibit a person from hauling or transporting refuse from the premises owned or occupied by said person to one of the official disposal sites. (G) The inspector shall at least yearly inspect all vehicles designed and used for collection or transportation of refuse and shall certify his or her approval or disapproval as to compliance with the provisions of this regulation. No private franchise or contract collector shall haul, collect, transport or dispose of refuse until the refuse collection vehicle to be used has been approved by the inspector and a license obtained from the County Health Authority.

Violations & Fines
A hauler who collects without a license, or with an unapproved or noncompliant vehicle, is subject to § 50.99: up to $50 in fines, up to 60 days in jail, or both, with each day of unlicensed operation charged as a separate offense. The County Health Authority can additionally revoke or refuse to renew the collector's license for the violation.
