Rutherford County, NC Trash & Recycling: Pickup Rules & Schedules (2026)

Because Rutherford County runs no municipal trash pickup outside the incorporated towns, section 15-24(6) of the County Code defines the only lawful ways a property owner in the unincorporated county may get rid of solid waste: contracting with a licensed or permitted solid waste collector, hauling the waste personally to the public sanitary landfill or to one of the county-owned solid waste/recycling centers (though only residential waste may be left at those centers), burning it in an incinerator holding all required local, state and federal air pollution permits, or any other reclamation or recycling method the state division of health services has approved.

Anyone disposing of waste outside these four channels, such as burning trash without air-quality permits or hauling it to an unapproved site, is in violation. Multi-unit properties face an added duty under section 15-24(7): the owner or manager of a residential building or mobile home park with more than one dwelling must either pay the county's annual solid waste fee for each unit, contract with a licensed hauler, or apply to the county for its own hauling account and follow the transportation and container rules cross-referenced there.

Anyone who wants to collect and haul waste commercially, including for a fee, within the unincorporated county must first hold a county license issued under section 15-33.2 of the division on commercial collection, which is required of any hauling business operating outside municipal limits. The solid waste director enforces the article, and a violation of these disposal methods is prosecuted the same as any other Chapter 15 offense.
