Solid waste collection in the City of Sonoma is provided exclusively by the franchised hauler (Sonoma Garbage Collectors) under SMC Chapter 7.08; every occupied premises must subscribe and use the three-cart system (gray trash, blue recycling, green organics) required by California SB 1383.
SMC Chapter 7.08 (Solid Waste and Source Separated Materials Collection and Disposal) declares solid waste accumulation a public necessity and requires every owner/occupant of premises to remove or have removed all solid waste generated on the premises. The City contracts the exclusive franchise to Sonoma Garbage Collectors (SGC); per SMC 7.08.030 and 7.08.040 no one other than the franchised collector may collect or transport solid waste from residential or commercial premises within City limits. SMC Chapter 7.10 (added to implement SB 1383, 14 CCR Division 7, Chapter 12) requires every generator to source-separate organic waste, recyclables, and trash into the three carts SGC supplies (96-gallon blue recycling, 96-gallon green organics/yard waste, gray trash). Failure to subscribe to mandatory service or to source-separate organics, recyclables, and trash is a violation of SMC Ch. 7.08/7.10 enforceable through the City's administrative citation program (SMC Ch. 1.28, added by Ord. 03-2018): typical fines are $100 first offense, $200 second within a year, and $500 each subsequent, with daily accrual. SB 1383 (14 CCR Β§18997.2) also authorizes the jurisdiction to impose tiered fines of up to $50/day (minor), $100/day (moderate), and $500/day (major) on non-compliant generators.
