The chapter's stated purpose (§ 4-2001) is protecting public health by regulating storage, collection, transportation and disposal of waste. Section 4-2003(a) bars keeping solid waste outside a residence or building except in a proper container, and declares any unauthorized accumulation a nuisance; the county gives written notice, and the owner or occupant has two weeks to clear it before the failure itself becomes a violation. Section 4-2004(a) leaves collection frequency for residential, commercial and business premises to the Board of Commissioners or its designee, with the actual route schedule filed with the clerk of the board rather than printed in the code.

Section 4-2004(b) excludes industrial waste, asbestos and asbestos-contaminated material, animals, and waste from construction, demolition, landscaping or processing operations from public collection entirely; the owner or generator of that waste must arrange separate disposal, and putting asbestos or other hazardous waste out for pickup without written county permission is itself unlawful. Collection vehicles must be kept clean, in good repair, and built so contents cannot spill, leak or blow out (§ 4-2004(c)). All disposal happens at official county sites during posted hours (§ 4-2005), and collection and disposal fees are fixed by the board and kept on file with the clerk (§ 4-2006).
