Honolulu operates an islandwide curbside recycling program serving East Honolulu. At least two recyclable materials are collected, with no apartment-specific mandate under current ordinances.
ROH Sec. 42-1.12 directs the Department of Environmental Services to establish an islandwide curbside recycling program, implemented in stages, that includes collection of at least two recyclable materials. Hawaii Kai and Aina Haina participate in the program using the blue recycling cart. Related provisions include Sec. 42-1.11 (mandatory recycling for city government), Sec. 42-3.5 (food waste recycling), and Sec. 42-3.2 (private dwellings). There is currently no threshold-based recycling mandate for apartment buildings in this chapter. Residents should follow ENV's list of accepted items.
Contaminating recycling with non-recyclable materials may result in non-collection or warnings, but the program is generally voluntary for individual households.
