Article 2 of Chapter 6-5 sets up Pacifica's recycling program as a formal City service rather than a voluntary option. 1 of the California Public Resources Code or charitable-entity recycling programs. 204, the City Council may award an exclusive contract, with or without competitive bids, to a qualified operator, who then becomes the City's authorized recycling agent; the Council can extend or renew a satisfactory contract without new bidding. 205 obligates that authorized recycling agent to offer collection service to every person, residence, business, and institution within city limits under the contract's terms, and lets the Council set standard regulations for collection methods, service charges, pickup frequency, and enforcement remedies, with the agent able to propose regulations for Council review.

206 declares the article's requirements to be minimum standards for protecting public health, safety, convenience, and general welfare, meaning the City or its agent can impose stricter rules but not weaker ones. Recyclable materials covered under the program's definitions include newspapers, metal food and beverage containers, glass, corrugated cartons, graded or sorted waste paper, residential waste motor oil, and PET plastic beverage containers.
