Palmdale, CA Trash & Recycling: Recycling Requirements (2026)

Section 5.52.280, "Residential Collection - Recycling Containers," requires the collector to provide each residential premises with at least one recycling container, and if that one container is not enough, the collector must supply additional recycling containers on request at no charge to the household. This sits alongside the solid waste container rule in Section 5.52.270, which requires the collector to furnish standard trash carts and lets a household add compatible extra solid waste containers of its own at its own expense.

The 2022 organic-waste ordinance, Article IX, layered a mandatory three-container system on top of this. Section 5.52.420(B) requires single-family generators to participate in and comply with the city's blue-container, green-container and gray-container system for source-separated recyclables, source-separated organic waste and remaining solid waste. Generators must place recyclables in the designated blue container, organic waste including food waste in the green container, and everything else in the gray container, and the code specifically forbids putting solid waste into either the recycling or organic waste container. The City retains the right to review the number, size and location of a household's containers to confirm adequate capacity and can require the resident to adjust its service level. The city is not required to swap out functional containers, including ones bought before January 1, 2022, purely for color compliance before the end of their useful life or January 1, 2036, whichever comes first; until then, container labels identify what belongs in each cart.
