Section 5.52.310, "Residential Collection - Special Collection Services," requires Palmdale's franchised residential collector to provide special collection of solid waste on request from a householder. Special collection service happens at rates the City has approved, and at a time agreed between the collector and the requesting resident; if the two sides cannot agree on timing, the City Manager steps in and determines when the pickup occurs.

The chapter's definitions section, Section 5.52.030, spells out what "special collection services" actually covers: removal by the collector of oversized or overweight household articles set curbside by a resident that cannot be accommodated by the standard residential solid waste container because of their weight, volume or dimensions. The code lists examples directly, stoves, refrigerators, water heaters, washing machines, furniture, sofas, mattresses, box springs and large rugs, giving residents a clear picture of what qualifies for a special pickup rather than routine weekly service. Because bulky items cannot legally go into the standard 90-gallon container defined at Section 5.52.030, or be set at the curb outside a scheduled pickup under the placement rules of Section 5.52.290, a resident with an old appliance or piece of furniture must contact the franchised collector directly to arrange the special collection rather than leaving it at the curb and hoping for pickup on the regular route.
