Setting bulky items at the curb without a scheduled pickup, or before the night prior to pickup, is a code violation. Abandoned bulky items dumped on a parkway or alley are treated as illegal dumping under California Penal Code ยง374.3 ($250โ$1,000 first-offense mandatory fine; up to $10,000 misdemeanor for commercial quantities, or $20,000 for businesses with 10+ employees on a third offense).
