The City of Selma complies with California statewide recycling mandates including AB 341 (mandatory commercial recycling) and SB 1383 (organic waste diversion). Effective January 1, 2022, all residents and businesses must separate organic materials from landfill waste and place them in the green organics cart. Acceptable organic materials include food waste, green waste, landscape and pruning waste, nonhazardous wood waste, and food-soiled paper products. The blue cart accepts commingled recyclables including cardboard, aluminum and tin cans, glass bottles, and plastic containers. Multi-family residences, apartment buildings, and mobile home parks must provide recycling containers per SMC 8-1-13. Commercial businesses generating four or more cubic yards of waste per week must subscribe to recycling service under AB 341, and those generating specified quantities of organic waste must comply with AB 1826. Contamination of recycling or organic carts with prohibited materials may result in service warnings from Mid Valley Disposal. Under SB 1383 enforcement provisions, the city may issue notices of violation to residents or businesses that fail to separate organic waste, with potential penalties for noncompliance after education and outreach efforts.
