Champaign, IL Trash & Recycling: Recycling Rules (2026)

Section 15-57(b) shifts the recycling duty from individual haulers to building owners once a property reaches five or more dwelling units. The hauler under contract with the City provides the actual collection, but the owner of the multifamily dwelling, of any structure sharing trash disposal with one, or of a dormitory or rooming house, must meet three affirmative duties. The owner must use the recycling collection services of the City's contracted hauler, must use recycling storage containers that the City itself provides and owns, and must provide and maintain, in a neat and clean condition, recycling station areas sized and located to hold every container the City supplies.

Subsection (b)(4) adds an education duty: owners must distribute the City's promotional and educational materials to occupants and tell every occupant, at move-in and again annually, what materials the program accepts and where the containers sit. Subsection (c) lets the Public Works Director set and adjust how many containers a property must use based on actual utilization. Two carve-outs limit the mandate: subsection (d) excludes all University of Illinois-owned multifamily buildings and dormitories outright, and subsection (f) excludes buildings where every unit already has its own exclusive collection container and participates in a program meeting the four-or-fewer-unit standard in subsection (a).

Subsection (e) allows the Public Works Director to delay a property's participation up to two years for a pre-existing contract in effect by September 30, 2010, or other extenuating circumstances, but bars a permanent exemption for a property that otherwise qualifies.
